Observation

The allegation that the provider did not report possible abuse of a child with in 48 hours is more likely than not, valid because during the onsite inspection visit interview with the provider, the provider stated she can concern enough about the bruises on the child's ears to take pictures to show the parents and find out how the child received the bruises and during the onsite visit, Rossfeld observed and bruises on the child and if the provider had shown Rossfeld the pictures with in 48 hours of first seeing the bruises, Rossfeld would have instructed the provider call the bruises into intake.
